Financial & Construction

The Office of Drinking Water (ODW) Staff manage 2 funding sources under the Financial and Construction Assistance Programs (FCAP) consisting of the:

I. Drinking Water State Revolving Fund (DWSRF)Program

II. Water Supply Assistance Grant (WSAG) Fund Program

Construction applications for both sources are received on a year round basis.

I . Virginia Drinking Water State Revolving Fund (DWSRF) Program - federal and state funding with mix of land and grant.

Construction Assistance

A. Construction Loan - Interest rates from 3% to ceiling rate (1% below municipal bond market rates. Maximum term 20 years. Lower rates and longer terms (to 30 years) are considered for waterworks meeting disadvantaged criteria.

B. Construction Grants - Will be considered for waterworks meeting disadvantaged criteria.

C. Self - Help Construction -- projects are completed with non-contractor related labor.

Non Construction Assistance

A. Planning/Design Grant - Grants up to $30,000 per project to be awarded annually. Grants are especially for small, financially stressed, community waterworks.

II. Water Supply Assistance Grant (WSAG) Program - state funding with awards as all grant dollars.

A. Planning/Design Grants.

B. Construction Grants - surface source water development or improvement.

C. Construction Grants - small projects costing no more than $50,000.

D. Self-Help Construction - projects are completed with non-contractor related labor.

Other General Technical Assistance is available under Small System Technical Assistance (for public water systems serving 10,000 people or less), State Programs Assistance, and Local Assistance.
