Completes initial evaluation of assigned Biosolids Use Permit documents and schedules site inspections. Initiates notification of local government and requests input from other state agencies as necessary. Completes permit application evaluation and drafts permit with all necessary documents and requests additional technical or procedural corrections for submission to the Division Director in accordance with established procedures and policies of the Division. Provides site inspections and routine surveillance of biosolids use operations as assigned, to confirm that those operations comply with permit requirements and all inquiries are responded to within 24 hours. Performs infield inspections of land application sites as requested within 24 hours of complaints filed or acceptable requests made and submits written reports on all inspections to the Division Director within five days of the inspection. Responds to all requests for information related to the intent of standards and criteria contained in the Biosolids Use Regulations on an as-needed basis, within 5 days of less of request. Obtains interpretations of Division procedures, as appropriate, and provides information to VDH staff and others about those procedures. Coordinates interpretation of technical requirements of regulations with VDH staff and others as needed and recommends any necessary modifications to policy procedures or standards used to implement the Biosolids Use Regulations to ensure that nutrient management goals are achieved. Provides recommendations for enforcement and compliance in a timely manner on an as-needed basis and assists with evaluation of the operational information submitted by contractors in accordance with biosolids use permits, as assigned. Confirms that biosolids use operations comply with the proper agronomic standards.
