Membership and Application

Community planning involves HIV-affected communities and populations in decision-making about HIV prevention programming and funding. The Virginia HIV Community Planning Committee (HCPC) is composed of education and service providers, clients, state agency representatives, the clergy and private citizens who work cooperatively to develop a comprehensive HIV prevention plan for the Commonwealth of Virginia. The Committee is led by an elected community co-chair and an appointed Virginia Department of Health co-chair.

Mission

The Virginia HCPC was formed in 1994 in compliance with requirements from the Centers for Disease Control and Prevention. The requirements of each community planning group are to:

  1. Assess the present and future extent, distribution and impact of HIV/AIDS in defined populations in the community;
  2. Assess existing community resources for HIV prevention to determine the community's capability to respond to the epidemic;
  3. Identify unmet HIV prevention needs within defined populations;
  4. Define the potential impact of specific strategies and interventions to prevent new HIV infections in defined populations;
  5. Prioritize HIV prevention needs by defined high-risk populations and by specific strategies and interventions;
  6. Develop a Comprehensive Prevention Plan consistent with the high priority HIV prevention needs; and
  7. Evaluate the effectiveness of the planning process.
