Churhland area of Portsmouth
Take 164-East to Mt. Vernon. Make a right onto Mt. Vernon and continue to High Street. Make a left onto High Street. Also, Route 17 North can be taken from Churchland to High Street. Stay on High Street until I.C. Norcom High School is on the left. The Health Department is on the opposite side of High Street from the high school in the Portsmouth Human Services Building.

Downtown Portsmouth area
Take High Street to the Portsmouth Human Services Building across for I. C. Norcom High School.

Portsmouth Naval Base
Take Effingham Street to High Street. Make a left onto High Street. Travel approximately, 1 mile or 7 blocks on High Street. The Health Department is on the left in the Portsmouth Human Services Building across from I. C. Norcom High School.

Hampton, Newport News, Williamsburg, Yorktown
Take I-64 East from Richmond, Va to Hampton, Va ( distance 75 - miles, time - 1:15 mins ). Once in Hampton city limits, move to the right most lane and look for the Hampton Coliseum on left. Take exit 264 South, which is about 400 yards before you get to Hampton Coliseum, onto I-664 South to Suffolk, Chesapeake, then Portsmouth ( distance - 30 miles, time - 30 mins. ). I-664 North turns into 264-East after about 25 miles/mins at Exit/Divider 15A, at this point follow all signs for Portsmouth. Continue on 264-East until Exit 7B, 141 North Effingham Street ( also exit for Portsmouth Naval Hospital )Take exit 7B to 141 North, Effingham Street, going under the overpath then, travel to the 4th stop at the intersection of on 141 North, Effingham Street and High Street. Make a left on to High Street. Travel down High Street 7 blocks or approximately 1 mile until ' IC Norcom High School ' is seen on the right. Portsmouth Health Department is on the opposite side of High Street in the new, 4 story red, brick building on the 4th Floor; however, the name of the building is the Portsmouth Human Resources Building. Park on the High Street side of building across from the high school, visitor elevators to the 4th Floor are on the this side, the West, Front or Main entrance to the building. Call 393-8585 if additional assistance is needed en route.

Virginia Beach, Norfolk, Eastern Shore, South East & West Chesapeake
Take 44 West ( from Virginia Beach ), I-64 East (from Eastern Shores ), I-64 West (from South Eastern Chesapeake ), or 168 North ( from Western Chesapeake ) to 264-West toward Downtown Norfolk. Use the town lanes for Portsmouth and/or the Downtown Tunnel. Get in and stay in the rightmost lane when going through the tunnel. Take the first, immediate right upon exiting the tunnel. There is a YMCA on the left. Make a right onto Effingham Street at the Stop sign. Go to the 4th traffic light and make a left onto High Street. Travel 7 blocks or about 1 mile down High Street until I.C. Norcom High School is on the left. The Health Department is on the opposite side of High Street across from the high school.

Isle of Wight County, Suffolk
Take 17 South ( from Isle of Wight County ) or 58 East ( from Suffolk ) to I-664 North toward Downtown, Norfolk. Continue of I-664 North until it turns into 264 East at exit/divider 15A. Continue on 264-East to exit 7B, 141 North, Effingham Street, also identified as the Portsmouth Naval Hospital exit. This is also the last exit before going through the tunnel. Take exit 7B to 141 North, Effingham Street, going under the over path then, continue on Effingham to the 4th Stop light at the intersection of 141 North, Effingham Street and High Street. Make a left on to High Street. Travel down High Street 7 blocks or approximately 1 mile until ' IC Norcom High School ' is on the right. The Portsmouth Health Department is on the opposite side of High Street in the new, 4 story red, brick building on the 4th Floor; however, the name of the building is the Portsmouth Human Service Building.
