Richard joined the Virginia Health Department in July 1995 as the VDH Internal Audit Director. Richard earned a Bachelor of Science degree in Business Administration with a concentration in Accounting from California State University, Fullerton, California. Richard is a Certified Internal Auditor and Certified Financial Services Auditor.
The CIA certification is issued by the Institute of Internal Auditors and the CFSA is issued by the Financial Services Auditors Association. Richard has worked in the field of internal audit for 32 years, 13 of which were in management positions for national corporations, the last 11 as Audit Director at the Health Department. Richard is a member of the Institute of Internal Auditors, and the Financial Services Auditors Association. Richard is a member of the VDH Information Security Steering Committee, the State Internal Audit Directors group, and the VITA SAS-70 and Information Security Advisory committee.
