Starting January 13, 2017, and then each Monday during the 2017 Virginia General Assembly session, OEMS will provide the State EMS Advisory Board members, Regional EMS Councils and other EMS stakeholders an OEMS Legislative Grid and Report on all legislation we are tracking at this point.  Links to both documents are above.

If you would like to have a full copy of any bill, please contact OEMS or log onto: http://leg1.state.va.us/lis.htm and you can view and download any bill of interest.  Please let me know if there are any bills you would like for us to add to our profile list.  I also encourage you to forward this information to your constituents and group lists to keep them updated.

You might notice and question why OEMS has included many bills related to suspension and reinstatement of driver licenses.  Reinstatement fees account for approximately 95% of the funds deposited into Virginia’s Trauma Center Fund.  The Virginia Supreme Court Rule 1:24 will become effective February 1, 2017 and is intended to facilitate the payment of fines, court costs, penalties and restitution assessed against those convicted of a criminal offense or traffic infraction. The rule requires the courts to make available deferred and installment payment plans to those individuals prior to suspending their driver’s license for nonpayment.

The potential decline in driver’s license suspensions will result in decreased collections of the $145.00 reinstatement fee, of which the Trauma Fund receives $100.00.  The exact fiscal impact of Rule 1:24 is unknown at this time, however we do anticipate some loss in funding.  The Virginia Department of Health, Office of Emergency Medical Services and the Department of Motor Vehicles will monitor the financial impact once the ruling goes into effect on February 1, 2017 and we will keep you informed.

The next State EMS Advisory Board meeting is scheduled for Friday, February 3, 2017.  The meeting will be held at the Richmond Marriott Short Pump.  The address is 4240 Dominion Boulevard, Glen Allen, Virginia  23060.  Please note this change of facility for all 2017 and 2018 meetings of the State EMS Advisory Board.  Directions are provided at the end of this message.

Lunch will be provided for EMS Advisory Board members beginning at 12:00 noon.  The Business Meeting of the full State EMS Advisory Board is scheduled to begin at 1:00 p.m.
