Description of Division Programs

AIDS Drug Assistance Program
The Virginia AIDS Drug Assistance Program (ADAP) provides medication for the treatment of HIV/AIDS to individuals without insurance coverage or third party benefits for ADAP medications. The individual must also meet financial eligibility requirements as established by the Virginia Department of Health (VDH).

Chlamydia Prevention
Virginia has responded to chlamydia's asymptomatic nature and its threat to social, sexual and reproductive health with widespread screening through the Chlamydia Prevention Program.

Evaluating Integration of HIV/AIDS Surveillance Data with a Geographic Information Systems (GIS)
The mission of this project, funded by the Centers for Disease Control and Prevention (CDC), is to demonstrate and evaluate methods for spatially linking existing HIV/AIDS surveillance data with other datasets to enhance epidemiologic capacity. A main goal of this project is to develop procedures and guidelines that allow the use of GIS in analyses while safeguarding security and confidentiality.

Health Care Services
The Division has administered the Ryan White Title II funds for healthcare services to persons living with HIV/AIDS in Virginia since 1991.

HIV/AIDS Surveillance
The Virginia HIV/AIDS Surveillance Program encourages the ongoing and systematic collection of HIV/AIDS reporting from public and private providers and laboratories across the state. The surveillance data is routinely assessed to ensure its integrity and is analyzed for emerging trends or shifts in the epidemic.

HIV Community Planning Committee
Community planning involves HIV-affected communities and populations in decision-making about HIV prevention programming and funding. The Virginia HIV Community Planning Committee (HCPC) is composed of education and service providers, clients, state agency representatives, the clergy and private citizens who work cooperatively to develop a comprehensive HIV prevention plan for the Commonwealth of Virginia.

HIV Prevention
The Division's HIV Prevention Program is funded primarily through a cooperative agreement with the Centers for Disease Control and Prevention (CDC). Additional support is provided through state funding. The CDC grant supports a range of activities that include: counseling and testing, referral and partner counseling and referral services, health education/risk reduction services, public information, a toll-free hotline, capacity building, technical assistance, training, quality assurance, and evaluation.

Medical Monitoring Project (MMP)
The Medical Monitoring Project (MMP) is a Centers for Disease Control and Prevention (CDC) funded program that arose out of the need for a nationally representative, population-based surveillance system to assess the clinical outcomes, behaviors and the quality of care for people living with HIV.

Newcomer Health Program (NHP)
The objective of the Newcomer Health Program is to identify and eliminate health related barriers to successful resettlement of Virginia's refugee population while protecting the health of the U.S. population.

Pharmacy Services
The central pharmacy to provide pharmacy services to local health departments. These services include the dispensing of drugs for individual patients, providing vaccines and other biological products, and providing bulk drugs (drugs not labeled for specific patients) for use in local health departments.

Program Evaluation and Monitoring System (PEMS)
PEMS is a nation-wide initiative of the Centers for Disease Control and Prevention (CDC) to ensure standardized data collection and evaluation methods for HIV prevention service provision.

Resource and Consultation Centers
The 1989 Virginia General Assembly allocated funding for the establishment of regional AIDS Resource and Consultation Centers. There were regional centers until 2003, when activities were consolidated into one statewide center. The primary goal of the center is to educate health care providers in all aspects of HIV and AIDS.

Sexually Transmitted Disease (STD) Prevention Program
The STD Prevention Program has as its primary goal the reduction and prevention of the incidence of sexually transmitted diseases (STD) including HIV infection.

State Pharmaceutical Assistance Program (SPAP)
The State Pharmaceutical Assistance Program pays Medicare Part D costs for people who get medicines through the AIDS Drug Assistance Program (ADAP). Right now, the SPAP will help pay for monthly Part D premiums, and will soon pay all medication copays/coinsurance, deductibles and medication costs during gaps in coverage.

STD Surveillance Network (SSuN)
The goal of this Centers for Disease Control and Prevention (CDC) funded project is to obtain a more comprehensive picture of the STD population.  Demographic and behavioral risk data is being captured via a self-administered questionnaire given to all STD clinic attendees in Chesterfield County, Henrico County and Richmond City.

Syphilis Elimination
The Division has adopted five key strategies for Syphilis Elimination from the Centers for Disease Control and Prevention (CDC). For these strategies, the Virginia Epidemiology Response Team (VERT) was created.

Tuberculosis Control
Our strategy is to provide leadership and guidance to the health districts through the development of tuberculosis control policy and recommendations. The following policies and guidelines will assist health care organizations to participate accurately, expediently and effectively in controlling TB in the Commonwealth. Our motto is "Detect. Treat. Complete."

Viral Hepatitis
The goal of the Viral Hepatitis Program is to increase Hepatitis C testing and to make vaccination against Hepatitis A and B more widely available for at-risk Virginians.
