Data Exchange

Data exchange is a method of transferring immunization data from an existing electronic system and into the Virginia Immunization Registry System (VIIS).

WHAT FORMS OF DATA EXCHANGE CAN VIIS ACCEPT?

VIIS can accept the following data exchange methods:

HL7 2.5.1

HL7 2.3.1/2.4

Flat File

WHAT AVENUES EXIST TO TRANSPORT DATA TO VIIS?

As Virginia’s statewide health information exchange, ConnectVirginia provides services that allow health care providers to send and receive health information electronically. Two message transport protocols are available through ConnectVirginia for messages sent to VDH.

  1. HTTPS is the preferred protocol. It efficiently supports automated message transmissions.
  2. sFTP is a short-term solution available only to sites that will submit data on a regular basis and are currently unable to support HTTPS.

For more information, see the ConnectVirginia web page at: https://www.connectvirginia.org/services/public-health-reporting/.

STEPS FOR SETTING UP DATA EXCHANGE

  1. VIIS Team is contacted by Provider/Vendor of interest.
  2. VIIS Team ensures the Provider/Vendor has File Specifications.
  3. VIIS Team confirms Provider is registered with VIIS and has submitted a Memorandum of Agreement (MOA). Note this is a different registration than Meaningful Use. For more information on Meaningful Use, visit http://www.vdh.virginia.gov/meaningful-use/.
  4. Structure Validation – The Provider/Vendor supplies non-personal health information (PHI) sample file for VIIS Data Analyst to approve file format.
  5. Select a transport method. Work with ConnectVirginia to establish and test transport.

  6. Content Validation – Provider/Vendor supplies sample file with information from their electronic health record for VIIS Data Analyst to approve file content.
  7. Provider/Vendor has first complete successful transfer of data. VIIS Team monitors pending files, rejections and will contact the IT/Clinical Contact as necessary. VIIS Team strongly suggests clinical users of Provider actively review transferred data in the user interface of VIIS to ensure accuracy and completeness of data.

MEANINGFUL USE
