One of the goals of the Virginia WIC Program is to effectively monitor authorized retail stores and commissaries that provide foods and formulas to WIC participants. WIC participants receive food instruments for WIC foods or formulas that may be redeemed at authorized stores and commissary locations. The Virginia WIC Program is committed to ensuring that WIC participants have reasonable access to authorized store locations.
Virginia WIC authorized retailers are located throughout the Commonwealth and may be identified by the "WIC Accepted Here" window decal.
Retail stores must use the Internet-based application called Retail Store Management System (RSMS) that is accessible 24 hours 7 days a week to submit an application. A new applicant must provide their Supplemental Nutrition Assistance Program number, enter store information, select “designated brand” and enter the current prices for certain WIC approved foods.
Submitted store applications are reviewed twice a month. Retailers are notified by certified mail on their application status.
Additional program requirements must be completed before WIC program authorization is finalized. Paper applications are

WIC Program Regulations
The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) was authorized as part of the Child Nutrition
Act of 1966, Section 17 (42 USC § 1786), to provide supplemental foods and nutrition education to pregnant, postpartum and
breastfeeding women, infants and young children from families with inadequate income. The Virginia WIC Program is regulated by
federal regulations published in the Code of Federal Regulations, 7 CFR Part 246, and Special Supplemental Nutrition Program
for Women, Infants and Children. The state regulations shall serve as a supplement to 7 CFR Part 246.
Vendor (Retailer) Manual for the Virginia WIC Program
An authorized WIC retailer must comply with federal and state regulations, as well as other program requirements.
The Vendor (Retailer) Manual provides information to assist store owners and managers in participating in the WIC Program.
