{"id":166,"date":"2016-05-12T18:07:05","date_gmt":"2016-05-12T18:07:05","guid":{"rendered":"https:\/\/www.vdh.virginia.gov\/emergency-medical-services\/?page_id=166"},"modified":"2026-04-24T16:36:15","modified_gmt":"2026-04-24T20:36:15","slug":"trauma-center-fund","status":"publish","type":"page","link":"https:\/\/www.vdh.virginia.gov\/emergency-medical-services\/trauma-critical-care\/trauma-center-fund\/","title":{"rendered":"Trauma Center Fund"},"content":{"rendered":"<p><span style=\"font-size: medium;\">In 2004 a Joint Legislative Audit and Review Commission (JLARC) report <\/span><i><span style=\"font-family: Times New Roman,Times New Roman; font-size: medium;\">The Use and Financing of Trauma Centers in Virginia<\/span><\/i><span style=\"font-size: medium;\">, stated that the Virginia Trauma System faced financial burdens for two major reasons: uncompensated or undercompensated care and readiness costs. The JLARC study concluded that the 14 (then) trauma designated hospitals in Virginia were losing a combined $44 million each year. <\/span><\/p>\n<p><span style=\"font-size: medium;\">In the 2004 General Assembly Session House Bill (HB) 1143 amended the <\/span><i><span style=\"font-family: Times New Roman,Times New Roman; font-size: medium;\">Code of Virginia <\/span><\/i><span style=\"font-size: medium;\">by adding section 18.2-270.01 which established the Trauma Center Fund for the Commonwealth of Virginia. This was the first step in addressing the challenges faced by Virginia\u2019s Trauma Centers. A portion of the fee&#8217;s collected by the Commonwealth for the reinstatement of revoked or suspended drivers licenses and repeat DUI offenders are deposited into the fund. \u00a0<\/span><\/p>\n<p>The\u00a0monies in the Trauma Fund are\u00a0to be used for defraying the costs of providing emergency medical care to victims of trauma and to\u00a0offset uncompensated care losses. The Appropriations Act describes uncompensated care losses as including readiness costs and clinical services incurred by providing care to uninsured trauma patients. Brown, Director, Office of Emergency Medical Services, Virginia Department of Health has requested that the following information be shared with Virginia\u2019s Trauma Care community:<\/p>\n<p>The Virginia Supreme Court Rule 1:24 will become effective February 1, 2017 and is intended to facilitate the payment of fines, court costs, penalties and restitution assessed against those convicted of a criminal offense or traffic infraction.
