{"id":257,"date":"2016-05-13T14:44:11","date_gmt":"2016-05-13T14:44:11","guid":{"rendered":"https:\/\/www.vdh.virginia.gov\/emergency-medical-services\/?page_id=257"},"modified":"2026-09-01T09:34:41","modified_gmt":"2026-09-01T13:34:41","slug":"the-financial-assistance-review-committee","status":"publish","type":"page","link":"https:\/\/www.vdh.virginia.gov\/emergency-medical-services\/the-financial-assistance-review-committee\/","title":{"rendered":"The Financial Assistance and Review Committee"},"content":{"rendered":"<p align=\"justify\">The Financial Assistance and Review Committee, better known as FARC, is the committee which reviews applications for the Rescue Squad Assistance Fund (RSAF) grants.\u00a0 FARC was created in 1978 by the EMS Advisory Council to carry out the responsibility of reviewing RSAF grant applications and recommend funding.\u00a0 In 1996, FARC was established by <a href=\"https:\/\/law.lis.virginia.gov\/vacode\/title32.1\/chapter4\/section32.1-111.12:01\/\">\u00a732.1-111.12:01<\/a> in the <em>Code of Virginia<\/em> for the purposes of administering the Virginia RSAF grant funds.\u00a0 The purpose of FARC is to review the RSAF grant applications from eligible licensed Emergency Medical Services (EMS) agencies and other eligible not for profit and then make their recommendations for grant awards to the Commissioner of Health.<\/p>\n<p align=\"justify\">The FARC is composed of six members, including a chairman, who each represent an EMS region throughout Virginia.<\/p>\n<p align=\"center\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-31633 aligncenter\" style=\"text-align: justify;\" src=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/23\/2025\/07\/map-300x157.png\" alt=\"\" width=\"439\" height=\"230\" srcset=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/23\/2025\/07\/map-300x157.png 300w, https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/23\/2025\/07\/map.png 585w\" sizes=\"auto, (max-width: 439px) 100vw, 439px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p align=\"justify\">Each FARC member is appointed by the EMS Advisory Board and serves a three-year term.\u00a0 No member may serve more than two successive terms.\u00a0 The chairman is elected from the membership of the FARC for a term of one year and is eligible for re-election.\u00a0 Membership on FARC rotates on a cycle so geographic representation is achieved from all EMS regions.<\/p>\n<p style=\"text-align: left;\" align=\"justify\">The FARC holds quarterly meetings, two of which are for the RSAF awards meeting scheduled during the first week of June and December. FARC reports bi-annually after each funding cycle to the EMS Advisory Board and the Commissioner of Health.\u00a0 The FARC reports on the number of grant applications received, the total costs of grant applications funded, the number of grant applications denied funding and the nature of the denied requests and the reason for denying funding.<\/p>\n<p>For more information regarding FARC or the RSAF grant program, please contact Michael D.
