{"id":2097,"date":"2021-11-22T21:44:41","date_gmt":"2021-11-22T21:44:41","guid":{"rendered":"https:\/\/www.vdh.virginia.gov\/mrc\/?page_id=2097"},"modified":"2021-11-23T19:57:22","modified_gmt":"2021-11-23T19:57:22","slug":"ed18volunteers","status":"publish","type":"page","link":"https:\/\/www.vdh.virginia.gov\/mrc\/ed18volunteers\/","title":{"rendered":"VA MRC Volunteers and Executive Directive #18"},"content":{"rendered":"<p>In efforts to protect VDH staff, partners, and community members, Virginia Medical Reserve Corps (VA MRC) volunteers are requested to comply with the guidelines of <span style=\"font-weight: 400\"><a href=\"https:\/\/www.governor.virginia.gov\/media\/governorvirginiagov\/executive-actions\/ED-18-Ensuring-a-Safe-Work-Place.pdf\">Executive Directive Eighteen (2021) <\/a>(ED-18).<\/span> VA MRC volunteers should upload a copy of their COVID-19 vaccination record or a negative COVID-19 test result in their VVHS profile prior to volunteer deployment.<\/p>\n<p>Use the links below to assist in achieving the proper uploading of vaccination or testing documentation:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.vdh.virginia.gov\/mrc\/downloadvaxrecords\/\">How to download COVID-19 vaccination records<\/a><\/li>\n<li><a href=\"https:\/\/www.vdh.virginia.gov\/mrc\/vaccinationdocumentation\/\">How to upload vaccination documentation into VVHS<\/a><\/li>\n<li><a href=\"https:\/\/www.vdh.virginia.gov\/mrc\/testingdocumentation\/\">How to upload COVID-19 testing results into VVHS<\/a><em><br \/>\n<\/em><\/li>\n<\/ul>\n<hr \/>\n<h3 id=\"FAQ\">Frequently Asked Questions (FAQ): Vaccinations and Volunteering<\/h3>\n<p><b>Why is VA MRC requesting disclosure of\u00a0 COVID-19 vaccination status?<\/b><\/p>\n<p style=\"padding-left: 40px\"><span style=\"font-weight: 400\">In accordance with DHRM Interim Guidance, Ensuring a Safe Workplace, and <a href=\"https:\/\/www.governor.virginia.gov\/media\/governorvirginiagov\/executive-actions\/ED-18-Ensuring-a-Safe-Work-Place.pdf\">Executive Directive Eighteen (2021) <\/a><\/span><span style=\"font-weight: 400\">\u00a0(ED-18):<\/span><\/p>\n<p style=\"padding-left: 80px\"><span style=\"font-weight: 400\">All volunteers are required to <\/span><span style=\"font-weight: 400\">disclose their <\/span><span style=\"font-weight: 400\">COVID-19 vaccination status to the Virginia Department of Health\u2019s Virginia Medical Reserve Corps program via the Virginia Volunteer Health System.\u00a0\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px\"><i><span style=\"font-weight: 400\">Due to HIPAA constraints, uploading your COVID-19 vaccination card to VVHS is the ONLY secure method of documenting your vaccination status. We cannot accept vaccination cards via email. Any vaccination card sent via email will immediately be permanently deleted as any other course of action or inaction would put us in violation of HIPAA guidelines.<\/span><\/i><span style=\"font-weight: 400\"> \u00a0 <\/span><\/p>\n<p><b>What if I do not want to disclose my COVID-19 vaccination status?<\/b><\/p>\n<p style=\"padding-left: 40px\"><span style=\"font-weight: 400\">A negative COVID-19 test result will be required prior to in-person volunteer deployments for any unvaccinated volunteer who has not uploaded their vaccination card.\u00a0 Please indicate your interest in volunteering and your unvaccinated\/non-disclosure status to your MRC unit coordinator for further instructions. <\/span><span style=\"font-weight: 400\">Decisions about the deployment of unvaccinated volunteers are made by local health department leadership. <\/span><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<h4><b>Are volunteers, student interns, and work-study students expected to comply with Executive Directive #18?\u00a0<\/b><\/h4>\n<p style=\"padding-left: 40px\"><span style=\"font-weight: 400\">Executive directive 18 does not specifically cite the requirement for volunteers.\u00a0 However, the <a href=\"https:\/\/www.dhrm.virginia.gov\/docs\/default-source\/covid-19\/ed-18-faqs-8-26-21.pdf\">Virginia Department of Human Resource Management has provided additional guidance regarding the implementation of ED 18 for state agencies:<\/a>\u00a0\u00a0<\/span><\/p>\n<p style=\"padding-left: 80px\"><span style=\"font-weight: 400\">Agencies with volunteer programs, work-study students, and unpaid student intern must include these individuals in their vaccination status assessments. Individuals who are not fully vaccinated and report to the agency facilities or are engaged in public-facing duties are required to provide the agency with weekly testing results. Note: Work-Study students at universities will need to follow their Higher Education Institution\u2019s COVID-19 vaccination policy.<\/span><\/p>\n<h4>Why is it not possible to link my account in the Virginia Volunteer Health System with VDH&#8217;s Vaccination documentation system?<\/h4>\n<p style=\"padding-left: 40px\"><span style=\"font-weight: 400\">Unfortunately, due to HIPAA requirements, our volunteer management system is unable to share vaccination data with other VDH systems.\u00a0 Your vaccination card can only be submitted by being uploaded to your volunteer profile in <\/span><a href=\"http:\/\/vvhs.vamrc.org\"><span style=\"font-weight: 400\">VVHS (vvhs.vamrc.org)<\/span><\/a><span style=\"font-weight: 400\">.
