Together, Phases 1a and 1b encompass more than half of all people in Richmond and Henrico, including our most vulnerable and frequently exposed residents. Though it will take some time to offer the vaccine to every eligible person, opening up all of Phase 1b is a tremendous step in our fight against the pandemic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">As of March 8th, 2021, the following Phase 1a and Phase 1b individuals are eligible for vaccination:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Long-term care facility residents and staff<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Healthcare workers (including primary caregivers for persons with severe medical conditions requiring a high level of daily care)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Residents aged 65 and older (and those living in independent living facilities)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Residents and staff of correctional facilities and homeless shelters<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Residents and staff of congregate settings such as group homes and recovery homes<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Frontline Essential Workers, including:<\/span><\/li>\n<\/ul>\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Police, Fire, and Hazmat\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Corrections and homeless shelter workers\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Childcare\/PreK-12 Teachers\/Staff (public and private)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Food and Agriculture (including veterinarians and food service workers)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Manufacturing\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Grocery store workers\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Public transit workers\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Mail carriers (USPS and private)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Officials needed to maintain continuity of government (including judges and public-facing judicial workers)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Clergy\/Faith leaders\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Janitorial\/Cleaning staff<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Residents ages 16-64 with <\/span><a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/need-extra-precautions\/people-with-medical-conditions.html\"><span style=\"font-weight: 400\">certain underlying medical conditions and disabilities<\/span><\/a><span style=\"font-weight: 400\"> that put them at risk for more severe COVID-19 infection.\u00a0<\/span><\/li>\n<\/ul>\n<\/div>\n<div><\/div>\n<h1 class=\"panel-widget-style panel-widget-style-for-10262-3-1-0\"><span style=\"font-weight: 500\">Prioritizing Phase 1b groups<\/span><\/h1>\n<div class=\"panel-widget-style panel-widget-style-for-10262-3-1-0\">\n<p><span style=\"font-weight: 400\">The chart below shows what percentage of doses will be allocated by Richmond and Henrico Health Districts to each priority group as of March 8th. These percentages will shift as more vaccinations are completed in groups that became eligible sooner and more vaccine doses become available.\u00a0\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-11642\" src=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/119\/2021\/03\/Fancy_pie_Mar10.png\" alt=\"\" width=\"792\" height=\"612\" srcset=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/119\/2021\/03\/Fancy_pie_Mar10.png 792w, https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/119\/2021\/03\/Fancy_pie_Mar10-300x232.png 300w, https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/119\/2021\/03\/Fancy_pie_Mar10-768x593.png 768w\" sizes=\"auto, (max-width: 792px) 100vw, 792px\" \/><\/p>\n<p><span style=\"font-weight: 400\">Should supply of the vaccine become constrained, state and local health departments will further prioritize vaccination within each of the groups above to ensure residents with the greatest risk are cared for first. In that situation, the Richmond and Henrico Health Districts and our partners will review a number of factors for each group (outlined below) to ensure that those who are most likely to become severely ill if infected, live in communities where the burden of infection is greatest, or face other significant barriers to equitable care have priority access to the vaccine.<\/span><\/p>\n<h2><span style=\"font-weight: 500\">Phase 1a &amp; congregate care<\/span><\/h2>\n<p><span style=\"font-weight: 400\">The Richmond and Henrico Health Districts will continue to offer priority appointments to any remaining Phase 1a healthcare workers and individuals living in congregate settings like jails, groups homes, and long-term care facilities.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 500\">Adults age 65+<\/span><\/h2>\n<p><span style=\"font-weight: 400\">Moving forward, we will dedicate half of our vaccine supply to our region\u2019s seniors. We will continue to use the following framework for prioritizing seniors who have pre-registered for the vaccine:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Age (older residents will be vaccinated sooner within this group)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Race and ethnicity (Black, Hispanic\/Latinx, and American Indian or Alaska Native residents will receive priority)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Burden of disease (infection, hospitalization, and death rates) in the area where a person lives<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Social Vulnerability Score (SVI, <\/span><i><span style=\"font-weight: 400\">see note below<\/span><\/i><span style=\"font-weight: 400\">) of the area where a person lives<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 500\">Frontline essential workers<\/span><\/h2>\n<p><span style=\"font-weight: 400\">We will prioritize frontline essential workers who pre-register for the vaccine in much the same way we prioritize seniors:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Age (older residents will be vaccinated sooner within this group)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Race and ethnicity (Black, Hispanic\/Latinx, and American Indian or Alaska Native residents will receive priority)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Burden of disease (infection, hospitalization, and death rates) in the area where a person lives<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Social Vulnerability Score (SVI) of the area where a person lives<\/span><\/li>\n<li style=\"font-weight: 400\"><a href=\"https:\/\/www.osha.gov\/sites\/default\/files\/publications\/OSHA3993.pdf\"><span style=\"font-weight: 400\">Level of work-based exposure<\/span><\/a><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">Essential workers who have pre-registered through <\/span><a href=\"http:\/\/vaccinate.virginia.gov\"><span style=\"font-weight: 400\">Vaccinate Virginia<\/span><\/a><span style=\"font-weight: 400\"> who are over age 65 or are ages 16\u201364 with a serious medical underlying condition or disability may be offered a vaccination appointment and receive the vaccine sooner than their coworkers because of their status in these other Phase 1b categories.\u00a0<\/span><\/p>\n<h3><span style=\"font-weight: 500;font-size: 18pt\">Employers of essential workers<\/span><\/h3>\n<p><span style=\"font-weight: 400\">In addition to prioritizing individual essential workers, Richmond and Henrico Health Districts will evaluate entire workplaces and workforce groups to determine their shared risk and exposure level. Employers will be invited to report on the following metrics to help describe the level of risk of their employees overall:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Percentage of employees with an elevated exposure risk while at work<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Percentage of employees who are Black and\/orHispanic\/Latinx and\/or American Indian or Alaska Native<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Percentage of employees who are over age 65<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Percentage of employees who are not insured through their workplace<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Percentage of employees with limited English proficiency<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Percentage of employees who have attained a high school diploma or less.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">Workplaces and workforce groups with an elevated risk and vulnerability level may be provided a pathway for all interested employees to be vaccinated at the same time. These pathways may include, for example, appointments at large events or appointments spread over several dates and times to accommodate different work shifts.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We are already in contact with many of our region\u2019s employers, but if you own a business or organization that you believe qualifies for Phase 1b and have not already been contacted by RHHD, please<\/span><a href=\"http:\/\/vax.rchd.com\"><span style=\"font-weight: 400\"> fill out our form for organizations<\/span><\/a><span style=\"font-weight: 400\"> as soon as possible.<\/span><\/p>\n<h2><span style=\"font-weight: 500\">People ages 16-64 with underlying medical conditions and disabilities<\/span><\/h2>\n<p><span style=\"font-weight: 400\">Each week the Richmond and Henrico Health Districts will allocate a percentage of our total vaccine doses to free clinics and community health centers, primary care providers, speciality outpatient clinics, and health systems to vaccinate their existing patients aged 16\u201364 with underlying medical conditions or disabilities. Richmond and Henrico Health Districts will ask providers to weigh the following factors when selecting patients to receive vaccine for people aged 16\u201364 with underlying medical conditions or disabilities:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Age (older residents will be vaccinated sooner within this group)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Race and ethnicity (Black, Hispanic\/Latinx, and American Indian or Alaska Native residents will receive priority)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Socioeconomic status (residents who are under and uninsured)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">Anyone who qualifies within this group but does not have a primary care provider is eligible to receive the vaccine at one of Richmond and Henrico Health Districts\u2019 vaccination events. Please fill out the <\/span><a href=\"https:\/\/vaccinate.virginia.gov\/\"><span style=\"font-weight: 400\">statewide pre-registration form <\/span><\/a><span style=\"font-weight: 400\">and a member of our registration team will contact you.\u00a0\u00a0<\/span><\/p>\n<h1><span style=\"font-weight: 500\">How do I get vaccinated?<\/span><\/h1>\n<p><b>Anyone interested in receiving a vaccination should fill out the pre-registration form at <\/b><a href=\"http:\/\/vaccinate.virginia.gov\"><b>vaccinate.virginia.gov<\/b><\/a><b>. <\/b><span style=\"font-weight: 400\">Any person, even those who are not in Phases 1a or Phase 1b, is eligible to pre-register. If you have already pre-registered, you can visit the Vaccinate Virginia site anytime to confirm your status.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">If you or someone you know is unable to pre-register through the Vaccinate Virginia website, call 1-877-VAX-IN-VA (1-877-829-4682) and a representative can help you through the process. Help is available in English and Spanish, with callback options in 100 other languages.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Health department staff will call or email those who have pre-registered to initiate the registration process so you can make an appointment for one of our vaccination events or register with a designated vaccination partner. Eligible individuals will receive their vaccination <\/span><b>by appointment only<\/b><span style=\"font-weight: 400\"> through one of the following pathways:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Large, small, and mobile RHHD vaccination events hosted across the region<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Safety net clinics like Capital Area Health Network, Crossover, Health Brigade, and Daily Planet Health Services<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Urgent care providers, like Patient First<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Health Systems, like Bon Secours Richmond, HCA, and VCU Health System<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Primary Care Providers in certain communities<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Local pharmacies, like Hope, Westwood, and Bremo pharmacies<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Retail pharmacies, like CVS and Walgreens<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">To ensure that all residents who are eligible for the vaccine have equitable access, Richmond and Henrico Health districts will also hold pop-up clinics in communities where residents may have limited access to the technology or transportation they need to register for and receive the vaccine. We will also continue to partner with faith-based and community organizations that are conducting outreach and promoting vaccination in their communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Options to receive the vaccine will continue to grow as our vaccine supply increases in the months ahead.<\/span><\/p>\n<h1><span style=\"font-weight: 500\">A note about the CDC\u2019s Social Vulnerability Index<\/span><\/h1>\n<p><span style=\"font-weight: 400\">The CDC created the <\/span><a href=\"https:\/\/www.atsdr.cdc.gov\/placeandhealth\/svi\/index.html\"><span style=\"font-weight: 400\">Social Vulnerability Index<\/span><\/a><span style=\"font-weight: 400\"> (SVI) to help identify communities that are most likely to experience a greater burden of disease and hardship in the event of an emergency such as the COVID-19 pandemic. The index examines factors for the entire community such as race, language of origin, and rates of poverty, employment, educational attainment, transportation access, home ownership, and single-parent households. In Richmond and Henrico, neighborhoods with a high SVI score are experiencing higher rates of infection, hospitalization, and death. These neighborhoods are also more likely to house mostly Black, Latinx, or older residents.\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div><\/div><\/div><\/div><\/div><\/div><div id=\"pg-11532-3\"  class=\"panel-grid panel-has-style\" ><div class=\"panel-row-style panel-row-style-for-11532-3\" ><div id=\"pgc-11532-3-0\"  class=\"panel-grid-cell\" ><div id=\"panel-11532-3-0-0\"
