These Regulations previously adopted by the State Board of Health and recently adopted in a revised form by the State Water Control Board and now are administered by DEQ consist of three parts:
The Sewage Collection and Treatment (SCAT) Regulations are administered through the DEQ, Office of Wastewater Engineering. The Procedural Regulations are to be observed by the applicant in applying to the DEQ for the approval of the construction and operation of sewerage systems or treatment works. Operational Regulations contain the requirements for operations and maintenance manuals, for systems' reliability, and for operating personnel. The Manual of Practice presents general criteria and minimum standards for the design and construction of sewage collection systems and treatment works.
The Procedural Regulations, the Operational Regulations and the Manual of Practice were adopted as the SCAT Regulations. The Procedural Regulations and the Operational Regulations apply to all sewerage systems and treatment works (new and existing) and the Manual of Practice applies to new, or modified portions of sewerage systems or treatment works.
The technical evaluation and approval of plans, specifications, and other documents required under these regulations, do not constitute endorsements or recommendations for use of commercial products or trade names. The evaluation and approval also does not cover structural items such as reinforcing steel, foundation design, sizing of structural members; electrical design such as sizing of wiring, wiring insulation, circuit capacity; mechanical equipment design such as motor types, gear and shaft strengths and bearing design, to list some examples. The approval to construct granted under the SCAT Regulations does authorize construction and certifies that the treatment works or sewerage systems appear to be adequately designed and can be operated to achieve the effluent standards established by the State Water Control Board/DEQ, if the systems or works are properly constructed and maintained.
The purpose of the following Procedural Information is to provide the reader a readily accessible condensed explanation of the Procedural Regulations. Included in step form are the procedures necessary to obtain a Construction Permit and an Operation Permit for conventional sewerage systems and treatment works, operating a sludge management program and alternative procedures for approval of non conventional designs involving non conventional, or alternative systems or equipment. All references to section numbers pertain to sections of the SCAT Regulations.
