VA MRC Volunteers and Executive Directive #18

In efforts to protect VDH staff, partners, and community members, Virginia Medical Reserve Corps (VA MRC) volunteers are requested to comply with the guidelines of Executive Directive Eighteen (2021) (ED-18). VA MRC volunteers should upload a copy of their COVID-19 vaccination record or a negative COVID-19 test result in their VVHS profile prior to volunteer deployment.

Why is VA MRC requesting disclosure of  COVID-19 vaccination status?

In accordance with DHRM Interim Guidance, Ensuring a Safe Workplace, and Executive Directive Eighteen (2021)  (ED-18):

All volunteers are required to disclose their COVID-19 vaccination status to the Virginia Department of Health’s Virginia Medical Reserve Corps program via the Virginia Volunteer Health System.  

Due to HIPAA constraints, uploading your COVID-19 vaccination card to VVHS is the ONLY secure method of documenting your vaccination status. We cannot accept vaccination cards via email. Any vaccination card sent via email will immediately be permanently deleted as any other course of action or inaction would put us in violation of HIPAA guidelines.  

What if I do not want to disclose my COVID-19 vaccination status?

A negative COVID-19 test result will be required prior to in-person volunteer deployments for any unvaccinated volunteer who has not uploaded their vaccination card.  Please indicate your interest in volunteering and your unvaccinated/non-disclosure status to your MRC unit coordinator for further instructions. Decisions about the deployment of unvaccinated volunteers are made by local health department leadership.  

Are volunteers, student interns, and work-study students expected to comply with Executive Directive #18? 

Executive directive 18 does not specifically cite the requirement for volunteers.  However, the Virginia Department of Human Resource Management has provided additional guidance regarding the implementation of ED 18 for state agencies:  

Agencies with volunteer programs, work-study students, and unpaid student intern must include these individuals in their vaccination status assessments. Individuals who are not fully vaccinated and report to the agency facilities or are engaged in public-facing duties are required to provide the agency with weekly testing results. Note: Work-Study students at universities will need to follow their Higher Education Institution’s COVID-19 vaccination policy.

Why is it not possible to link my account in the Virginia Volunteer Health System with VDH’s Vaccination documentation system?

Unfortunately, due to HIPAA requirements, our volunteer management system is unable to share vaccination data with other VDH systems.  Your vaccination card can only be submitted by being uploaded to your volunteer profile in VVHS (vvhs.vamrc.org). See step-by-step instructions on how to upload your vaccination card to your VVHS profile. Do NOT email your vaccination card.
