Welcome to the Public Hearing Project Calendar for the
Division of Certificate of Public Need (DCOPN)
As a service to Virginia residents, this site will provide information on the scheduling of public hearings for DCOPN projects and will be updated as changes in scheduling arise. Per section 12VAC5-220-230 D of the Regulations governing the Certificate of Public Need process, DCOPN shall give notice of a scheduled public hearing in a newspaper of general circulation in such county or city wherein a project is proposed or a contiguous county or city at least nine days prior to such public hearing. Notice of future public hearings will continue to be advertised per the Regulations and on this site. However, this site will not maintain a schedule for public hearings conducted by the Health Systems Agency of Northern Virginia (HSANV). HSANV is a non-profit organization that works toward the balanced and orderly development of health care facilities and services in the cities of Alexandria, Fairfax, Falls Church, Manassas, Manassas Park and the counties of Arlington, Fairfax, Loudoun and Prince William.

PUBLIC HEARING PROJECT CALENDAR
Notice is hereby given that a public hearing for a certificate of public need request has been scheduled for Tuesday, February 10, 2026, to be held in the:
Room 3 at the Fredericksburg Branch Library at 1201 Caroline St, Fredericksburg, Virginia.
The public hearing for the first project will begin at 1:00 p.m., and the applicant will be given 15 minutes to present their project. Public comments will follow the applicant’s presentation. When the first public hearing is concluded, the second one will begin.
The projects to be heard are:
• COPN Request No. VA-8850 submitted by Reston Radiology Advanced Imaging Center to add one PET/CT scanner to their facility located at 4541 Spotsylvania Parkway, Fredericksburg, Virginia. The total capital cost of the proposed project is $1,039,759.
• COPN Request No. VA-8864 submitted Hematology-Oncology Associates of Fredericksburg to add one PET/CT scanner to their facility located at 4543 Empire Court, Fredericksburg, Virginia.
The total capital cost of the proposed project is $3,466,9141.
Any interested party may appear at this public hearing and present comments, which will be limited to 3 minutes per speaker. Meeting Room at the Twin Hickory Area Library at 5001 Twin Hickory Rd, Glen Allen,
Virginia.
The public hearing for the first project will begin at 10:00 a.m., and the applicant will be given
15 minutes to present their project. Public comments will follow the applicant’s
presentation. When the first public hearing is concluded, the second one will begin.
The projects to be heard are:
• COPN Request No. VA-8859 submitted by HCA Health Services of Virginia, Inc. to
establish a specialized imaging center with one CT scanner located at 4306 S. Laburnum,
Henrico, Virginia. The total capital cost of the proposed project is $1,056,000.
• COPN Request No. VA-8860 submitted by Chippenham & Johnston-Willis Hospital to
establish a specialized imaging center with one CT scanner located at 3830 Hull Street
Road, in the City of Richmond, Virginia. The total capital cost of the proposed project is
$1,001,174.
