Division of Certificate of Public Need (DCOPN)
As a service to Virginia residents, this site will provide information on the scheduling of Informal Fact Finding Conferences for DCOPN projects and will be updated as changes in scheduling arise. IFFCs are scheduled at the time a certificate of public need request is accepted for review and may not be held. All inquiries regarding Certificate of Public Need should be directed to copn@vdh.virginia.gov.
IFFC PROJECT CALENDAR
Title: COPN Request No. VA-8868: The IFFC to be held is regarding Winchester Medical Center’s request to expand its surgical services by adding four general-purpose operating rooms in Planning District (PD) 7 at 1840 Amherst Street, Winchester, Virginia.
Location: Boardroom 3 on the second floor of the Perimeter Center located at 9960 Mayland Drive, Henrico, Virginia.
Date and Time: Thursday, August 27, 2026, at 10:00 a.m.
Title: COPN Request No. VA-8690: Significant Change IFFC to be held is regarding MEDRVA establishing an outpatient surgical hospital with one relocated general purpose operating room and one new specialty operating room dedicated to ophthalmic surgery for a total complement of two operating rooms.
Location: Boardroom 3 on the second floor foe the Perimeter Center located at 9960 Mayland Drive, Henrico, Virginia.
