Welcome to the Public Hearing Project Calendar for the
Division of Certificate of Public Need (DCOPN)
As a service to Virginia residents, this site will provide information on the scheduling of public hearings for DCOPN projects and will be updated as changes in scheduling arise. Per section 12VAC5-220-230 D of the Regulations governing the Certificate of Public Need process, DCOPN shall give notice of a scheduled public hearing in a newspaper of general circulation in such county or city wherein a project is proposed or a contiguous county or city at least nine days prior to such public hearing. Notice of future public hearings will continue to be advertised per the Regulations and on this site. However, this site will not maintain a schedule for public hearings conducted by the Health Systems Agency of Northern Virginia (HSANV). HSANV is a non-profit organization that works toward the balanced and orderly development of health care facilities and services in the cities of Alexandria, Fairfax, Falls Church, Manassas, Manassas Park and the counties of Arlington, Fairfax, Loudoun and Prince William.

PUBLIC HEARING PROJECT CALENDAR
Notice is hereby given that a public hearing for three certificates of public need has been scheduled for Monday, December 8, 2025, at the following locations:
Jordan-Newby Anchor Branch Library located at 1425 Norchester Ave, Norfolk, Virginia
This portion of the public hearing will begin at 10:00 A.M., and the applicants will be given 15 minutes to present their projects. Public comments will follow the applicants’ presentations.
The projects to be heard here are as follows:
- COPN Request No. VA-8849 submitted by Bon Secours Maryview Medical Center to establish a center for CT Imaging in a to-be-developed emergency center located at 155 Kingsley Lane, Norfolk, Virginia. The total capital cost of the proposed project is $23,826,209.
- COPN Request No. VA-8842 submitted by US Health Virginia to establish a Center for PET/CT services with one fixed PET/CT scanner limited to cardiology at a new site located at 6160 Kempsville Cir, Suite 100, Norfolk, Virginia. The total capital cost of the proposed project is $4,669,466.

Ruth Camp Campbell Memorial Library, located at 280 N College Dr., Franklin, Virginia
This portion of the public hearing will begin at 2:00 P.M., and the applicant will be given 15 minutes to present its project. Public comments will follow the applicant’s presentation.
The project to be heard here is as follows:
- COPN Request No. VA-8857 submitted by James River Cardiology to establish a Center for PET/CT services with one fixed PET/CT scanner limited to cardiology at their current Franklin City location at 101 S College Dr, Franklin, Virginia. The total capital cost of the proposed project is $1,335,285.28.
Any interested party may appear at this public hearing and present comments, which will be limited to 3 minutes per speaker. Sign-in sheets will be available at 1:45 P.M. Notice is hereby given that four public hearings for certificate of public need requests have been scheduled for Thursday, December 18, 2025, to be held in the:
TW Meeting Room at Twin Hickory Area Library at 5001 Twin Hickory Road, Glen Allen, Virginia.
The public hearing for the first project will begin at 1:00 p.m., and the applicant will be given 15 minutes to present their project. Public comments will follow the applicant’s presentation. When the first public hearing is concluded, the second one will begin.
The projects to be heard are:
- COPN Request No. VA-8843 submitted by Virginia Cardiovascular Specialists to establish a specialized center for the provision of PET/CT services with one PET/CT scanner, limited to cardiac imaging at 7515 Right Flank Road, Mechanicsville, Virginia. The total capital cost of the proposed project is $467,056.
- COPN Request No. VA-8846 submitted by Bon Secours – St. Francis Medical Center, LLC, to expand CT services through the establishment of a specialized center for imaging services with one fixed CT scanner at 5201 Chippenham Crossing Center, Richmond, Virginia. The total capital cost of the proposed project is $33,713,480.
- COPN Request No. VA-8851 submitted by Cardiology of Virginia, Inc. to establish a specialized center for the provision of PET/CT services, and the use of CT technology independently, with one fixed PET/CT scanner, limited to cardiac imaging at 13572 Waterford Place, Midlothian, Virginia. The total capital cost of the proposed project is $2,038,299.
- COPN Request No. VA-8854 submitted by Virginia Ear, Nose & Throat Associated, P.C. to establish a specialized center for the provision of CT services with one fixed CT scanner at 15350 East West Road, Midlothian, Virginia. The total capital cost of the proposed project is $243,830.
