Division of Certificate of Public Need (DCOPN).
Code of Virginia § 32.1-102.6 requires that within 10 days of the start of the review of a Certificate of Public Need (COPN) request, the Virginia Department of Health is to ask for public comment on the request by posting a notice and a summary of the proposed project on a website. Written comments about a COPN request are to be sent to the Virginia Department of Health, Division of Certificate of Public Need, at 9960 Mayland Drive, Suite 401, Henrico, Virginia 23233, Faxed to (804) 527-4501, or submitted via email to copn@vdh.virginia.gov. Written comments about COPN requests for health care facilities and services in the Cities of Alexandria, Fairfax, Falls Church, Manassas, Manassas Park and the Counties of Arlington, Fairfax, Loudoun and Prince William should also be sent to the Health Systems Agency of Northern Virginia at 3040 Williams Drive, Suite 200, Fairfax, Virginia 22031, or emailed to hsanv@aol.com. Comments need to include the COPN request number (VA-XXXX) of the request. To be considered in the COPN review, all comments need to be received at DCOPN by 5:00 p.m. on the date designated for closure of the public comment period for a given COPN request. A public hearing will be held if there are competing applications, or if there is a written request by an elected local government representative, a member of the General Assembly, the Commissioner, the applicant, or a member of the public.
