Dr. David Chang Biography


Dr David Chang PhotographDr. Chang is the Health Director for the Portsmouth Health District having come from serving as the Director for the Three Rivers Health District on March 1st, 2012.

Dr. Chang, a native of the San Francisco Bay area, earned his undergraduate degrees in Biology and English from Duke University, his Doctor of Medicine degree from Tufts University, and fulfilled his internship and residency in general internal medicine at the Johns Hopkins University Bayview Medical Center. He is board certified to practice Internal Medicine. He has also completed course work in health care policy, health care organizations, humanitarian assistance, and public health principles in disaster situations.

Dr. Chang has a longstanding interest in community and public health, particularly in service to populations in the third world. Prior to joining the Virginia Department of Health in July 2011, he worked on community health projects and provided medical care in countries such as China, Ethiopia, and India. In Baltimore, Dr. Chang was engaged in several service activities related to health education and promotion in the senior community.

In addition to his medical and community health experience, Dr. Chang has a background in business and the media. He co-founded and worked in the marketing department for a software development company in Silicon Valley. He has also worked in a technical capacity as a network engineer within the consulting division of AT&T in Research Triangle Park, North Carolina. Additionally, Dr. Chang has literary experience, having edited and written for print media, both in the US and also abroad.
