Communicable Disease


Free, confidential testing, counseling and education for HIV. Nurses and a Health Counselor are available for this service. The Health Counselor provides confidential counseling and partner notification services for clients who are found to be HIV positive and counseling and notification services for physicians and their clients. 

The Virginia Beach Department of Public Health does not offer anonymous HIV testing. However, anonymous testing, counseling, and education are available by calling the Anonymous Testing Line at 1-800-873-8378 Monday through Thursday from 10 am to 5 pm for an appointment at one of the special anonymous testing sites. 

Sexually Transmitted Diseases (STD)

Free, confidential testing, diagnosis and treatment are available for most common sexually transmitted diseases. Clinics are open to all sexually active people and are held on a walk-in basis. Nurses and a Health Counselor are available to provide education and counseling services related to STD and to assist patients to contact partners that need testing and/or treatment. 


Persons who are concerned about tuberculosis may receive information and/or consultation. Case management services are provided for persons who are suspected to have tuberculosis, have a confirmed case of tuberculosis or who have latent tuberculosis infection. DOT (directly observed therapy) is available for patients with tuberculosis disease, including those patients who are being managed by private physicians. Medical care related to tuberculosis is available for uninsured, financially eligible persons. This includes skin testing for tuberculosis, chest X-rays, laboratory work and medication. A fee may be charged for some services depending on the ability to pay.

Other Communicable Diseases

Information about other communicable diseases is available by calling 757-518-2745. Investigation of disease outbreaks is conducted through this program. 

Dental Care

Dental services are provided to children ages 3 to 18, and are free to those in the Free School Lunch programs. For other children, fees are based on a sliding scale. Exams, X-rays, cleaning, sealants, restorations and selective root-canal are among the services available.

Family Planning

Family Planning Clinic services assist women and men in planning their families. Clients must meet eligibility requirements and a fee may be charged based on ability to pay. Comprehensive and Confidential health services include:

  • Birth control through oral contraceptives, Depo-Provera, Implanon insertion, IUD insertion, foam and condoms, nuvrings and patches
  • Breast cancer screening
  • Pap smears
  • Nutrition information
  • Safe sex information
  • Screening and treatment for sexually transmitted diseases
  • Preconception health information
  • Family planning counseling

Maternity services

Maternity services are provided to ensure access and early entry into care for pregnant women. This is accomplished through two programs:

Pregnancy Referral Services provide Medicaid eligibility and prenatal care resources for pregnant women. A risk assessment is provided and Medicaid eligible women are referred to participating private providers for prenatal care. Maternity Clinic provides comprehensive prenatal care to women not eligible for Medicaid or without private insurance. Services include prenatal visits, risk assessment, complete medical history, sign and symptoms of pregnancy teaching, counseling, determination of WIC eligibility, ultrasounds, prenatal testing, child preparation, nutrition, and referral for other services.

Pregnancy Testing

Confidential pregnancy testing is available daily on a walk in basis. Results are provided Mondays from 8:15 AM to 11:00 AM and Wednesdays from 1:00 PM to 4:00 PM.  Referral and counseling regarding results is provided. A fee is charged.


Pediatric services are provided for infants and children, age birth to 15 years old, who do not have access to other resources and meet financial eligibility requirements. A fee may be charged based on ability to pay. Services provided include:

  • Comprehensive health and developmental history
  • Comprehensive physical examination/school entrance exam
  • Developmental screen (gross and fine motor skills, cognitive, speech and language, and psychosocial)
  • Hearing and vision screening
  • Dental health screening
  • Nutrition assessment
  • Laboratory screening tests appropriate to age and risk including blood lead level assessment
  • Age appropriate immunizations
  • Problem identification and referral if needed
  • Anticipatory guidance and counseling including injury prevention
  • Limited sick child visits

Laboratory Services

The Virginia Beach Department of Public Health Lab has a staff of two laboratory professionals who perform clinical laboratory testing for the Department's Family Planning, Pediatric, Maternity, STD, Regional Chest and Ryan White clients. The lab is certified by HCFA as a High Complexity Laboratory and performs all GC, chlamydia and urine culture and sensitivity testing in-house as well as many other procedures in support of all clinic activities.


The Virginia Beach Department of Public Health offers a pharmacy on-site that provides medications and services for those clients seen in any of our clinics. This includes the following clinics:

  • Communicable Disease
  • Dental
  • Family Planning
  • Immunizations
  • Maternity
  • Pediatric
  • Regional Chest

Financial eligibility is determined annually and whenever there is a change in financial status. Payment is expected at the time of service, if applicable. The Virginia Beach Department of Public Health accepts cash, check, VISA and MasterCard.

Condoms are available for purchase through the pharmacy for $2.00 per box 
of 12. You do not have to be a health department client to purchase them. 

Tylenol drops and Tylenol elixir are available to those receiving immunizations for $2.00 per bottle.

Individuals enrolled in the Children's Specialty Services (CSS) or the Virginia AIDS Drug Assistance Program (ADAP) may be eligible to receive pharmaceutical services through the Virginia Beach Department of Public Health.
