The Virginia Office of EMS solicited applications to designate a Regional Emergency Medical Services (EMS) council as required by the Code of Virginia §32.1-111.4:2 to establish a contract through competitive negotiation for the development and implementation of an efficient and effective statewide regional emergency medical services delivery system for the Virginia Department of Health (VDH).
Organizations or individuals could submit an application to deliver regional Emergency Medical Services within one or more defined regional EMS service areas indicated below:
An entity seeking to serve as the designated regional EMS council for more than one defined service area must have submitted a separate application for each service area for which designation is applied.
The designation application was open July 7, 2025 – August 15, 2025.
