OEMS Patient Care Information System

The OEMS Patient Care Information System is comprised of the Virginia Statewide Trauma Registry (VSTR) and the Prehospital Patient Care Reporting System (VPHIB and Elite). All licensed EMS agencies and hospitals in Virginia are mandated by the Code of Virginia to report the minimum required data set (§32.1-116.1).  The VSTR and VPHIB/Elite are used to assist with system planning and evaluation, grants management, support legislative inquiries, contribute to other state and national databases, monitor triage programs, and more.

The VPHIB program was based on the NEMSIS Version 2 data set which was retired nationally on 12/31/2016.  Virginia users have transitioned to the Elite product which incorporates the NEMSIS Version 3 data set.  VPHIB data has been archived and is available for analysis, however, its active use for patient care reporting does not meet state compliance standards.

ImageTrend is the sole source contracted vendor for the Patient Care Reporting System.
